The Nigerian Content Development and Monitoring Board (NCDMB) was established by the president, Dr. Goodluck Ebele Jonathan following the signing into law of the NC act on 22nd April, 2010.

Some of the responsibilities saddled on the board include but not limited to:

  • Increase indigenous participation in the oil and gas industry,
  • Build local capacity and competencies,
  • Create linkages to other sectors of the national economy and
  • Boost industry contributions to the growth of our National Gross Domestic Product.

NCDMB Mission Statement

  • Opening the Oil and Gas Industry to involve the Nigerian people.
  • Cementing access to Oil fields for higher productivity
  • Building capabilities in Nigeria to support increased investment in the industry

NCDMB Organization Structure

  • A Chairman who shall be the Minister of Petroleum Resources
  • Executive Secretary who shall be the Secretary of the Council;
  • A representative of
    • Nigerian National Petroleum Corporation,
    • the Agency in charge of Technical regulation of the industry,
    • Ministry of Petroleum Resources
    • Petroleum Technology Association of Nigeria,
    • Nigerian Content Consultative Forum,
    • Council of Registered Engineers of Nigeria,
    • National Insurance Commission;

  • Directorates namely:

    • The Directorate of Finance and Personnel Management;
    • The Directorate of Planning, Research and Statistics;
    • The Directorate of Monitoring and Evaluation;
    • The Directorate of Legal Services; and

  • The Office of the Executive Secretary which also has embedded, 2 Divisions:

    • Capacity Building
    • Projects and Operations

  • Other structures under the supervision of the Board include:

    • The Nigerian Content Development Fund
    • The Nigerian Content Consultative Forum

 

NOGIC JQS and NCDMB

NOGIC JQS was created in line with section 55 of the act which states that the board shall establish, maintain and operate a joint qualification system (JQS) in consultation with industry stakeholders which shall be administered in accordance with provisions set out in the regulations to be made by the Minister in accordance with the provisions of this ACT.

Section 56 of the ACT goes on to say that the JQS shall constitute an industry databank of available capabilities and shall be used for Sole system for Nigerian Content registration and pre-qualification of contractors in the industry
Verification of contractors’ capacities and capabilities
Evaluation of application of Nigerian content in the operations of oil companies and contractors
Data base for national skills development pool
Ranking and categorization of oil service companies based on capabilities and Nigerian Content
